Dr. Liu received the B.S. degree from the National Taiwan University in 1983, and the Ph.D. degree from UCLA in 1990, both in electrical engineering. He was named a Distinguished Scholar-Teacher of University of Maryland in 2007, where he is Christine Kim Eminent Professor of Information Technology.
Dr. Liu leads the Maryland Signals and Information Group (SIG) with research contributions that encompass broad aspects of signal processing and communications, including wireless communications; network science; multimedia signal processing; information forensics and security; bioinformatics; and signal processing algorithms and architectures, in which he has published over 10 books and 700 refereed papers. Over the years, he has trained over 60 Ph.D. and postdoctoral students, of which eight of them are now IEEE fellows, and most of whom are active members of major universities and industrial institutions worldwide.
Dr. Liu is a member of IEEE Board of Director as the Division IX Director. He was President of IEEE Signal Processing Society, in which he has also served as Vice President - Publications and a member on the Board of Governor. He was the Editor-in-Chief of IEEE Signal Processing Magazine and the founding Editor-in-Chief of EURASIP Journal on Advances in Signal Processing (JASP). Dr. Liu was a founder of Asia-Pacific Association of Signal and Information Processing (APSIPA). He has served as Director of Graduate Studies and Research, and Associate Chair of Electrical and Computer Engineering Department.
Dr. Liu was the founder of Odyssey Technologies in 1997 pioneering the world’s first digital surveillance system over Internet. He was a co-founder of Hermes Technologies in 2001 based in Greece, developing one of the earliest smart antenna chipsets, later sold to Broadcom in 2003. Recently he is the founder of Origin Wireless pioneering smart radio technologies to enable smart life/homes/cities and 5G/IoT applications.
Dr. Liu is the recipient of numerous honors and awards including IEEE Signal Processing Society 2014 Society Award for “influential technical contributions and profound leadership impact”; IEEE Signal Processing Society 2009 Technical Achievement Award for "for pioneering and outstanding contributions for the advances of signal processing in multimedia forensics, security, and wireless communications"; the 2016 IEEE Leon K. Kirchmayer Technical Filed Award on Graduate Teaching and Mentoring for “exemplary teaching and curriculum development, inspirational mentoring of graduate students, and broad educational impact in signal processing and communications.”; 1994 National Science Foundation Young Investigator Award; over a dozen best paper awards from IEEE Signal Processing Society, Communications Society, Vehicular Technology Society, and EURASIP; IEEE Signal Processing Society Distinguished Lecturer; IEEE Signal Processing Society Meritorious Service Award, and EURASIP Meritorious Service Award.
Recognized by Thomson Reuters as a Highly Cited Researcher since 2010, Dr. Liu is a Fellow of the IEEE and AAAS. His research was featured as one of seven technologies that IEEE believes will have the world changing implications on the way humans interact with machines, the world and each other, in honor of IEEE's 125th Anniversary.
He also received various research and teaching recognitions from the University of Maryland, including Poole and Kent Senior Faculty Teaching Award, Outstanding Faculty Research Award, and Outstanding Service Award, (each with one award per year from the entire college), all from A. James Clark School of Engineering; Invention of the Year Award (three times) from University’s Office of Technology Commercialization, as well as the George Corcoran Award for outstanding contributions to electrical engineering education from Electrical and Computer Engineering Department, and the Outstanding Systems Engineering Faculty Award in recognition of outstanding contributions in interdisciplinary research from Institute for Systems Research.
Dr. Liu was the prime architect and proposer of IEEE Trans. on Information Forensics and Security, IEEE Journal on Selected Topics of Signal Processing, and IEEE Trans. on Multimedia. He also initiated the creation of IEEE Trans. on Computational Imaging and IEEE Trans. on Signal and Information Processing over Networks. As Vice President – Publications, he started the Inside Signal Processing eNewsletter for IEEE Signal Processing Society. He has served as the General Chair of 2007 IEEE International Conference on Acoustics, Speech, and Signal Processing (ICASSP), Hawaii; a Co-General Chair of the First APSIPA Annual Summit and Conference (ASC) in Sapporo, 2009; the Chair of Multimedia Signal Processing Technical Committee; Technical Program Chair of 2003 IEEE International Conference on Multimedia and Expo.
He has delivered keynotes/plenaries in various international conferences and workshops and distinguished lectures in many universities/institutes worldwide. He has been consultants to industry and also has served occasionally as expert consultant/witness for legal proceedings. In addition, Dr. Liu also served in the review panels of centers of excellence from various nations and agencies such as National Science Foundation and European Research Council, and many countries. He was a member of IEEE Fellow Committee.
In his capacity as President and President-Elect of IEEE Signal Processing Society, Dr. Liu chaired a committee to conduct a major revision of SPS Bylaws; articulated the establishment of new membership board to offer more values and benefits to members; proposed the Chapter of the Year Award; developed Seasonal Schools; embarked a new online tutorials/educational program called SigView; created a “Signal Processing Cup” to engage students into competitions; started a new flagship conference called GlobalSIP to address newly emerging topics; developed ChinaSIP initiative as an outreach to China; championed a new  initiative to provide technical repository services called SigPort; established Special Interest Groups to address new emerging topics; permanently established student travel fund into the operating budget; and launched a visibility effort to gain more prominence for signal processing work.
Dr. Liu has been on the editorial board of IEEE Transactions on Signal Processing, IEEE Journal of Selected Topics in Signal Processing and IEEE Signal Processing Magazine. He has also been a Guest Editor of special issues on Multimedia Signal Processing of Proceedings of the IEEE, special issue on Signal Processing for Wireless Communications of IEEE Journal of Selected Areas in Communications, special issue on Multimedia Communications over Networks of IEEE Signal Processing Magazine, special issue on Multimedia over IP of IEEE Trans. on Multimedia, special issue on cooperative communications and networking of IEEE Journal of Selected Areas in Communications, special issue on signal and information processing for social networks of IEEE Journal of Selected Topics on Signal Processing, and special issue on Signal and Information Processing for Social Learning and Networking of IEEE Signal Processing Magazine.
