6. New Initiatives and Trends

NEW U.S. National Science Foundation Launched Two New Funding Initiatives

A new program, "Expeditions in Computing", has just been released from the Computer & Information Science & Engineering (CISE) directorate of the U.S. National Science Foundation (NSF). As detailed at this web link, "Expeditions in Computing" has been created to tap the great reservoir of opportunities that fundamental research advances in computing and information sciences promise for the future. The program is underconstrained by design, so as to inspire the research community to be as creative and imaginative as possible in the exploration of new scientific frontiers.

With projects funded at levels of $2M/year for 5 years, Expeditions will represent some of the largest single investments by the CISE directorate. It is anticipated that the competition will be hosted annually, making three awards in each competition over the next five years.

Another new research proposal solicitation, "Cyber-enabled Discovery Initiative" (CDI), has also been launched by the NSF. This is a 5-year NSF-wide program with significant involvement from the Engineering and CISE directorates. It is expected to grow in size every year for the next 5 years. The details are at this website. The focus of this year is on three broadly defined topics:  (1) From Data to Knowledge;  (2) Understanding Complexity in Natural, Built, and Social Systems;  (3) Building Virtual Organizations.

7. New PhD Theses

Francesca Uccheddu
(University of Florence, Florence, Italy)
"Robust and Imperceptible Watermarking of 3D meshes", March 2007
Advised by Prof. Vito Cappellini

In this dissertation a new challenge in Digital Watermarking of multimedia data is developed and evaluated experimentally: watermarking of 3D objects.  In this field we have concentrated our effort in the development of blind and robust algorithms for watermarking of 3D objects. The goal of this research work has been, also, to use some roughness properties of the model in order to improve the visual quality appearance of the watermarked models.  A part of this thesis is dedicated to 3D watermark impairments for 3D objects; in particular we have investigated the effects and found a resilience approach for the collusion attack over a 3D watermarking system.

Exclusive Report from

Signal Processing Theory and Methods Technical Committee

Contributors:  G. Tong Zhou (SPTM TC Chair) and Ali H. Sayed (Vice Chair)

The IEEE Signal Processing Society Signal Processing Theory and Methods (SPTM) Technical Committee is a cross-cutting TC that develops theory and methods for a variety of signal processing applications. The SPTM scope has a broad span ranging from digital filtering and adaptive signal processing to statistical signal analysis, estimation and detection. Please see the SPTM TC EDICS for specific areas of interest, which cover 7 broad categories and 39 sub-categories.

The SPTM TC sponsors two biannual workshop series: the Statistical Signal Processing (SSP) Workshops and the Digital Signal Processing (DSP) Workshops. Recently concluded workshops are SSP-2007 held August 26-29, 2007, in Madison, Wisconsin, USA and the 12th DSP workshop held in the Grand Teton National Park in Wyoming, USA in September 2006. The next DSP workshop will take place in the Hilton Marco Island Beach Resort in Florida, USA during January 4-7, 2009.

Besides sponsoring the SSP and DSP workshops, the SPTM TC also serves the IEEE Signal Processing Society by organizing the ICASSP paper review process (443 ICASSP-2007 papers were submitted to the SPTM TC), organizing special issues for the Transactions, organizing special sessions at ICASSP, and nominating papers and individuals for the IEEE Signal Processing Society paper awards and achievement awards. The TC has an online award nomination website that allows for the submission and viewing of award nominations in SPTM technical interest areas.

Publications wise, the SPTM TC is mainly associated with the IEEE Transactions on Signal Processing. More than 46 of this Transactions’ EDICS fall under the SPTM TC’s areas of expertise.

SPTM is a large technical committee and serves as one of the cornerstones of the IEEE Signal Processing Society; many SPTM TC members go on to serve the IEEE Signal Processing Society in significant capacities. The TC currently has 42 elected members. During the fall of 2007, we will be electing new members to replace approximately 7 retiring TC members. New member nominations are accepted now through October 15, 2007. Please visit the TC’s web site to download a New Member Nomination Form which should be completed by the nominee and a nominator who must be a current member of the SPTM TC (membership directory is available at the above website). The TC currently has a low representation from Asian countries, so qualified researchers from Asian countries are especially encouraged to apply. All TC member nominees will be asked to review up to 10 ICASSP-2008 paper submissions; the timeliness and quality of the reviews will be taken into account in new member election and appointment process.

Exclusive Report from the IEEE SPS Beijing Chapter:

20 Years' of Activities At-A-Glance

Contributor:  Baozong Yuan, Chapter Chair

It has been twenty years since the establishment of the IEEE Beijing Chapter of the Signal Processing Society in China on May 18, 1987. During the twenty years, this organization has played an important role in the development of signal processing communities in Chinese universities and the Academy of Sciences. It serves as a platform to promote exchange and development for scientific research in signal processing and related fields both within China and between China and other parts of the world.  From just a few dozen IEEE members at the beginning, the Chapter now has about 300 members, many of whom are working actively as leading signal processing experts in China.  The SPS Beijing Chapter has been working closely with the IEEE Signal Processing Society and other IEEE Societies, such as the Communications Society, the Computer Society, and the Information Theory Society.

The main activities of the IEEE SPS Beijing Chapter are to organize academic exchanges in different scales, for example, to invite oversea professors to offer lectures in Chinese universities, and to encourage Chinese scholars to attend IEEE conferences.  On average, more than six of such activities are organized each year. These activities provide valuable opportunities for Chinese scholars who do not have the resources to go aboard to be able to learn advanced ideas from experts around the world. The Chapter serves as a bridge connecting signal processing researchers and professionals in China and in other countries.

Organizing the biannual International Conference on Signal Processing (ICSP) is an important undertaking by the IEEE SPS Beijing Chapter.  The ICSP conference is co-sponsored by the Chinese Electronics Institute (CIE) and the Chinese Signal Processing Society of CIE, and technically co-sponsored by the IEEE Beijing Section, IET Beijing Branch, International Union of Radio Science (URSI), and the NSF of China. The first ICSP was held in October 1990 at the Fragrant Mountain Hotel of Beijing. The first conference was a great success, with more than 500 paper submissions from 24 countries and regions in spite of the lack of Internet access at that time in China. The conference proceedings were published by the Academic Press of China, including more than 300 papers in two volumes. For nearly two decades since then, the ICSP conference has grown to attract worldwide attendees and become more influential; a number of distinguished SPS members and researchers have presented keynote/plenary speeches and invited talks at various ICSP conferences.  The most recent ICSP, the eighth one in the series, was held on November 12-16 2006 in Guilin, a Southern Chinese city known for its unique natural beauty. The ICSP'06 conference received 1310 submissions and accepted about 800 papers from 35 countries for presentation at the conference. The conference proceedings were published by IEEE press, with four volumes and a total of 3291 pages. Papers published in proceedings for each ICSP conference have been included in the IEEE Xplore digital library. An important mission of the IEEE SPS Beijing Chapter is to continually do its best to make this conference more successful and attractive for researchers, engineers, professors and graduate students in signal processing from both domestic and abroad.

The SPS Beijing Chapter and its parent geographical unit, the IEEE Beijing Section, provide assistance to members in accessing services and resources offered by the IEEE.  For example, members who do not have currency in US dollars can  pay Chinese RMB directly to the IEEE Beijing Section for the annual IEEE membership fee; the IEEE Beijing Section exchanges the fee into US dollars and transfers it to the IEEE Headquarter.

Looking back at the development process of signal processing technology in China, the IEEE Beijing SPS Chapter has played a crucial role in fostering interactions and exchanges among signal processing scholars and engineers around the world, especially beneficial for Asian regions. We believe that with the support of IEEE, the activities organized by IEEE SPS Beijing Chapter will continue to serve as a platform for international academic exchanges, promoting the advances and innovations of signal processing theories and applications. We extend our warm welcome to members of other IEEE chapters to visit the Beijing Chapter and China.
